Born in Oldenburg in Holstein, Germany, Liss moved to the Netherlands and then to Antwerp before travelling to Paris and Venice. Liss was influenced by the works of Rubens, which he saw in Antwerp, and also by Domenico Fetti and Caravaggio and his follwoers, whilst Liss was settled in Rome in the 1620s.
