David Cox was born at Deritend, which is near Birmingham. Around the age of fifteen he was apprenticed to a miniature painter named Fieldler. Fieldler committed suicide and so around 1800, David was apprenticed as an assistant to a painter of theater scenes named De Maria. Cox took work as a scene painter for Astley's Theatre in 1804 and moved to London. Abandoning scene painting, he took watercolor lessons from John Varley. From 1805 on, Cox exhibited regularly at the Royal Academy, but his painting never sold for high prices. He earned his livelihood as a drawing teacher and had several aristocratic pupils. He also wrote several books on drawing and painting.

He was elected President of the Associated Artists in Water Color in 1810. Following the demise of Associated Artists, in 1812 he was elected an associate of the Society of Painters in Water Color (Old Water Color Society). In 1813 Cox was elected a member of the Society and exhibited there until his death. In 1839, two of Cox's watercolors were purchased from the Old Water Color Society exhibition for Queen Victoria by the Marquis of Conynham.

Cox studied oil painting under W.J. Müller around 1840 and in 1844, at the Royal Academy, he exhibited two oil paintings. Following a stroke in 1853, his health declined and by 1857, his eyesight had deteriorated.

David Cox retired to Harborne, near Birmingham, in 1841. He was buried there after his death in 1859.
